Head of Open Banking Competition & Markets AuthorityBill is Head of Open Banking at the Competition & Markets Authority. He led the design of the Implementation Entity and the specification of the Implementation Trustee role. He has been heavily involved in the Open Banking rollout process since the launch of the project, including working closely with UK stakeholders and regulators in other jurisdictions contemplating or implementing Open Banking.
Before entering the world of regulation (initially at the Competition Commission) he held a number of senior commercial positions within the information businesses of Thomson Reuters. Prior to that he was Deputy Director of Which?.

Head of Consumer Distribution Department Financial Conduct AuthorityAlex set up the new Consumer Distribution Policy Department in the FCA in October 2018 and is responsible for policy development across Banking, Payments, Mortgages, General Insurance and Retail Distribution. Particular challenges include the successful implementation of Strong Customer Authentication, increasing innovation in Payments and the desire to help facilitate Open Finance in the UK. He joined the FCA in 2014 and has been working on a variety of policy and strategy roles including leading the team developing the FCA’s Mission. Alex started working life as an economist before moving to a policy focus at the Association of British Insurers where he led their work on the Retail Distribution Review.
