Our industry experts will cover off regulatory approaches to digital ID and the impact of Open Banking and how this could well help the underbanked with a more accessible and seamless experience. The panel will also debate the potential power of a digital ID and Open Banking framework working hand in hand for Canadians.

Director of Regulatory Affairs Payments CanadaBrendan Carley is Director of Regulatory Affairs at Payments Canada. Brendan leads efforts to engage public sector actors regarding Payments Canada’s public policy and regulatory priorities, helping the organization deliver on its legislated mandate and objectives. In support of Payments Canada’s ambitious payments system Modernization program, Brendan’s team is managing regulatory oversight and approval processes with the Bank of Canada; and he is working with public sector actors such as the Department of Finance Canada to influence the public policy agenda for payments, and ensure that Payments Canada’s evolving systems, rules and policies foster safety, innovation and competition in the payments ecosystem.
Brendan has two decades of experience in the Canadian financial sector and international finance and trade. Immediately before joining Payments Canada, Brendan led Government of Canada international trade negotiations for financial services. Brendan was also Senior Policy Advisor to the Task Force for the Payments System Review in 2010-2011. He holds a Bachelor of Arts degree in Economics from the University of Guelph and a Master of Arts degree from the Norman Paterson School of International Affairs at Carleton University.

Former Vice President, External Ecosystems TD BankMost recently, Franklin served as vice president, external ecosystems at TD, and recently stepped down after nearly 17 years at the bank. In his role at TD, he developed a team focused on developing emerging business models to help customers in collaboration with external stakeholders. Franklin contributed to industry ecosystems developments in US and Canadian markets, including the Open Banking standard (FDX), utilities, and marketplaces. He also led the TD Fintech Strategic Fund to invest in key third party relationships.
Franklin previously represented TD on both the Digital Identification and Authentication Council of Canada (DIACC) and Financial Data Exchange (FDX) boards.
Franklin is a graduate of the Kellogg School of Management, Northwestern University, with a Master of Business Administration. He also holds a Master of Science in electrical engineering from École Supérieure d’Électricité. He is passionate about giving back and deploying technology to solve community problems. Outside of work, Franklin enjoys travelling and spending time outdoors with his wife and three kids.

Head of Global Compliance AMLATF Program The AML ShopGene is The AML Shop’s Chief Identify Officer and delivers a “digital first” philosophy by creating a balanced hub where digital ID and AML strategies intersect. As one of Canada’s leading voices in the anti-money laundering (AML) industry Gene has spanned much of his career designing, implementing, and sustaining AML/ATF programs and digital identity programs nationally and internationally. This includes his published whitepaper on Digital Identification Methods Testing and AML Programs.
Gene started his career running the systems, operations and compliance controls for financial planning firms offering securities, banking and insurance products. His compliance focus progressed with a global insurer, where he most recently served as the Head of Global Compliance AMLATF program, responsible for the program design, relationships with AML vendors and working with Industry peers to respond to government and FATF consultations for both AML and identity.
He currently volunteers in the following capacities: ACAMS Faculty, Chair, IIROC CCLS AML Working Group; Co-chair, DIACC Outreach Expert Committee; Member, Sovrin Foundation Compliance and Inclusive finance working group.
