Brendan Carley

Brendan Carley is Director of Regulatory Affairs at Payments Canada. Brendan leads efforts to engage public sector actors regarding Payments Canada’s public policy and regulatory priorities, helping the organization deliver on its legislated mandate and objectives. In support of Payments Canada’s ambitious payments system Modernization program, Brendan’s team is managing regulatory oversight and approval processes with the Bank of Canada; and he is working with public sector actors such as the Department of Finance Canada to influence the public policy agenda for payments, and ensure that Payments Canada’s evolving systems, rules and policies foster safety, innovation and competition in the payments ecosystem.

Brendan has two decades of experience in the Canadian financial sector and international finance and trade. Immediately before joining Payments Canada, Brendan led Government of Canada international trade negotiations for financial services. Brendan was also Senior Policy Advisor to the Task Force for the Payments System Review in 2010-2011. He holds a Bachelor of Arts degree in Economics from the University of Guelph and a Master of Arts degree from the Norman Paterson School of International Affairs at Carleton University.
