Zhanar Samayeva

Zhanar Samayeva is a leading expert in the implementation of national digital products in the Republic of Kazakhstan.
Under the leadership of Zhanar, National Payment Corporation of National Bank of Kazakhstan is developing a digital financial infrastructure consisting of Open Banking & Open API Platform, biometric identification, consent management system, cloud electronic signature, etc.

Prior to the introduction of Open Banking, Zhanar participated in the development of GovTech. One of the successful cases of Zhanar was the implementation of National Digital ID during the pandemic together with the Ministry of Digital Development of the Republic of Kazakhstan, where more than 10 million citizens (for reference: all economically active population or more than 50% of the total population) were able to receive public services remotely (more than 35 million services were provided using National Digital ID during the period since March 2020).

After the implementation of the National Digital ID, Zhanar developed an Open Banking model using a centralized consent management system based on biometric identification. Thus, Zhanar co–authored the concept of development of Open API and Open Banking in the Republic of Kazakhstan for 2023-2025.

At the moment, in close collaboration with financial market participants, she is introducing open banking in the country.
